TO AUTHORIZE THE INTRODUCTION OF A NONAPPROPRIATION BILL TO REQUIRE A DIGITAL ASSET MINING BUSINESS TO PROVIDE NOTIFICATION BEFORE PURCHASING OR LEASING LAND OR A BUILDING OR BEGINNING CONSTRUCTION.
