TO URGE THE ARKANSAS CONGRESSIONAL DELEGATION TO PROPOSE AN AMENDMENT TO THE FEDERAL UNEMPLOYMENT TAX ACT TO WAIVE THE "REASONABLE ASSURANCE" CLAUSE.
