TO PROVIDE A SAFETY VALVE AND APPEAL RIGHT FOR A MINOR DEFENDANT WHO IS ALSO A VICTIM OF HUMAN TRAFFICKING; AND TO AMEND THE HUMAN TRAFFICKING ACT OF 2013.
