AN AMENDMENT TO THE ARKANSAS CONSTITUTION CONCERNING BALLOT TITLES OF PROPOSED MEASURES; AND AMENDING THE ARKANSAS CONSTITUTION UNDER THE AUTHORITY OF ARKANSAS CONSTITUTION, ARTICLE 5, SECTION 1.
