TO AMEND THE LAW CONCERNING CANDIDATES FOR NONPARTISAN ELECTIONS; AND TO ALLOW CERTAIN CANDIDATES FOR NONPARTISAN ELECTIONS TO USE THE TITLE OF THE NONPARTISAN JUDICIAL OFFICE ON THE BALLOT.
