TO AMEND THE LAW REGARDING AGRICULTURE; TO ESTABLISH THE PRODUCER BILL OF RIGHTS FOR COMMODITY CHECKOFF PROGRAMS ACT; AND TO REQUIRE CERTAIN ACTIONS RELATED TO COMMODITY CHECKOFF PROGRAMS.
