TO AMEND THE LAW CONCERNING CIVIL ACTIONS BROUGHT BY CERTAIN VICTIMS OF SEXUAL ABUSE; AND TO ALLOW A CLAIM TO BE BROUGHT FOR INJURY CAUSED BY CHILD SEXUAL ABUSE AT ANY TIME IN CERTAIN CIRCUMSTANCES.

SB 13 removes time limits for adult victims to file civil lawsuits related to childhood sexual abuse under specific conditions. It allows claims to be filed at any time if the victim was under 18 during the abuse, the abuse constituted a criminal sex offense (even without criminal charges), and the claim would otherwise be barred by statute of limitations. The law applies retroactively to past cases and expires December 31, 2026. It specifically affects victims of child sexual abuse, not other types of civil claims.
