TO AMEND THE LAW CONCERNING THE FEES THAT MAY BE COLLECTED BY A COUNTY SHERIFF; AND TO ALLOW A COUNTY SHERIFF TO COLLECT FEES FOR ATTEMPTED SERVICE IN CERTAIN CIRCUMSTANCES.
