TO AMEND THE LAW CONCERNING PUBLIC OFFICERS AND EMPLOYEES; AND TO PROHIBIT A PUBLIC EMPLOYER FROM DEDUCTING LABOR ORGANIZATION MEMBERSHIP DUES FROM THE COMPENSATION OF A PUBLIC EMPLOYEE.
