AN ACT TO CREATE THE PREREGISTRATION TO VOTE ACT; AND TO AMEND PROVISIONS OF ARKANSAS CONSTITUTION, AMENDMENT 51, UNDER THE AUTHORITY GRANTED BY ARKANSAS CONSTITUTION, AMENDMENT 51, § 19.
