TO RECOGNIZE AND COMMEND THE NATIONAL CONFERENCE OF STATE LEGISLATURES (NCSL) FOR ITS LEADERSHIP AND COMMITMENT TO THE LEGISLATIVE INSTITUTION ON ITS FIFTIETH ANNIVERSARY IN 2025.
