TO AUTHORIZE THE INTRODUCTION OF A NONAPPROPRIATION BILL AMENDING THE REVENUE STABILIZATION LAW, CREATING FUNDS, REPEALING FUNDS, AND MAKING TRANSFERS TO AND FROM FUNDS AND FUND ACCOUNTS.
