groundwater; transporting requirements; technical correction

This bill amends Arizona law to clarify requirements for transporting groundwater to certain areas. It affects cities, towns, and private water companies that have signed Central Arizona Project (CAP) water delivery contracts. These entities must first prove they can physically handle 95% of their CAP water entitlement and have already accepted 80% of their CAP water for three consecutive years before using transported groundwater. Exceptions apply for the Big Chino sub-basin and specific groundwater transport under existing rules. The changes are technical corrections to existing statutes, not new policy.
