HB 2254 creates a new "small business advocate special plate" for Arizona vehicle owners. To implement this, a person must pay $32,000 to the state department, after which the department issues the plates. Each plate costs $25 annually, with $17 of that fee going directly to the Small Business Advocate Special Plate Fund (as specified in new Section 28-2470.40). This fund supports small business advocacy efforts, and the plate design is created by the entity paying the $32,000, subject to state approval.
