SB 1077, the "Private Prison Contract Reform Act," establishes new requirements for Arizona to contract with private companies operating adult correctional facilities. The bill prohibits contractors from making decisions about inmate release dates, sentence credits, or disciplinary actions, and requires them to provide audited financials, civil rights insurance, and reimburse the state for emergency services.
