HB 2963 would have required commercial racing venues in Arizona to pay a 0.5% regulatory fee on wagering amounts from live and simulcast races during fiscal year 2025-2026. It also allowed the Department of Gaming to approve all tested horses for races up to 60 days before the event (instead of earlier deadlines) for races in 2025 and 2026. The bill applied directly to licensed horse racing permittees handling in-state and out-of-state wagers. These provisions were set to expire after December 31, 2026. The bill was vetoed by the Governor on June 25, 2025.
