ALTCS eligibility; psychiatric conditions

HB 2491 updates Arizona's ALTCS (Arizona Long-Term Care System) eligibility rules, requiring that a person seeking institutional or home and community based services must have a "nonpsychiatric psychiatric condition," a medical condition, or a developmental disability that necessitates nursing facility-level care. The bill mandates a preadmission screening conducted by a nurse or social worker to assess functional, medical, and social needs, which can be done virtually or in person upon request. If a person qualifies for home and community based services after failing an initial screening, they must relocate from an institution to a community setting within 90 days. The screening process is extended to all nursing care institution applicants, with the state covering costs and providing clear public information about the program.
