exemption area; assured water supply

This bill allows the Arizona Department of Water Resources to designate specific areas within Phoenix as having an assured water supply, which could exempt them from certain development restrictions. To qualify, a city or town must prove it has a long-term water contract with an irrigation district, possesses enough surface water or treated wastewater for at least a century, and demonstrates the financial ability to build necessary delivery and storage systems. The director retains the authority to review and revoke these designations if the water supply is no longer guaranteed.
