An Act relating to ethics and budget training for school board members; relating to the terms of office of municipal school board members; relating to the size of the city council in second class cities; and providing for an effective date.
What changed between versions
All provisions requiring school board members (both regional and municipal) to receive ethics and budgeting training within 30 days of beginning a term were removed, including new AS 14.12.045 and amendments to AS 14.08.041 and AS 14.07.020.
The amendment to AS 29.20.130 changing city council sizes in second class cities (setting councils at seven members for cities over 1,000 population and three to seven for cities of 1,000 or less) was removed entirely.
The provision allowing municipalities to alter school board terms of office by ordinance no longer requires voter approval. The enrolled version stated 'by ordinance approved by the voters' while the new version simply states 'by ordinance.'
The re-amendment of AS 14.07.020(a) that removed language about the department approving or revoking approval of early education programs provided by school districts was removed.
The effective date is now simply immediate under AS 01.10.070(c), removing the prior provision that tied Section 2's effective date to the effective date of sec. 16, ch. 40, SLA 2022.
