An Act relating to medical assistance demonstration projects established by the Department of Health; and relating to medical assistance coverage for rehabilitative, mandatory, and optional services furnished or paid for by a school district on behalf of certain children; relating to the supplemental nutrition assistance program; and providing for an effective date.

This bill gives the Alaska Department of Health new authority to create demonstration projects that address health-related needs by providing supportive services such as nutrition, transportation, and housing to specific groups of medical assistance recipients. It also allows the department to pay school districts for rehabilitative and other mandatory services provided to eligible children, including those with disabilities, provided the schools meet specific billing and reimbursement requirements. Additionally, the legislation updates the Supplemental Nutrition Assistance Program by mandating categorical eligibility for households with income at or below 200 percent of the federal poverty guideline and requires the creation of an electronic application system for food benefits. These changes are designed to expand access to health and nutrition resources while clarifying how schools and the state can collaborate on service delivery.
