Division B (Ukraine Security Supplemental Appropriations Act, 2024) appropriates approximately $58 billion including $27.9B for DoD O&M Defense-Wide (of which $13.7B is for the Ukraine Security Assistance Initiative), over $10B in procurement, $7.899B Economic Support Fund for Ukraine (including budget support), $1.6B Foreign Military Financing, and $481M for refugee assistance.
Section 308 of Division A prohibits any funds from this division or prior State Department appropriations from being made available for contributions to the United Nations Relief and Works Agency (UNRWA).
Section 407 of Division B amends the Ukraine loan guarantee authority from $4 billion to $8 billion and expands eligible recipients to include major non-NATO allies and the Indo-Pacific region.

Section 309 of Division A requires the Secretary of State to certify within 15 days that oversight policies are in place to prevent diversion of Gaza assistance to Hamas, mandates third-party monitoring, requires quarterly reports on assistance provided, and requires 90-day assessments of whether funds have been diverted by terrorist entities.
Section 404 of Division A requires the Secretary of State to brief congressional committees within 45 days on the status and welfare of hostages held in Gaza, with reports every 90 days thereafter until September 30, 2025.
Section 305 of Division A amends the 2005 DoD Appropriations Act provision on transfers of defense articles to Israel, broadening it from 'armor' to 'defense articles that are in the inventory of the Department of Defense as of the date of transfer, are intended for use as reserve stocks for Israel, and are located in a stockpile for Israel.'
