Coal-Impacted Communities Economic and Workforce Development Grant program established, new fund created, distribution of rent and royalties of federal coal lease sales

Added a new requirement that federal funds made available to the state through 30 U.S.C. § 191(a) must be expended within coal-impacted communities, the Port of Mobile, and the State General Fund.

Added a new subsection (4) to the definition of 'coal-impacted communities' to include jurisdictions where coal mining has historically been a major source of employment or tax revenue.

Added a new subsection (e) to the definition of 'coal-impacted communities' that explicitly designates Fayette County, Jefferson County, Tuscaloosa County, and Walker County as coal-impacted communities.

Modified the definition of 'coal-impacted communities' to include areas that have experienced substantial economic impact due to the decline or cessation of coal mining operations.

Added a new subsection (3) to the findings section stating that the primary intent of royalties is to compensate states and communities impacted by mineral extraction.

Added new findings declaring that the McDuffie Coal Terminal at the Port of Mobile is the primary export terminal for federal coal in Alabama and generates significant economic activity.
