Public entities, installation and maintenance of adult-size changing tables by public entities required; grant program created

The definition of 'total renovation' was expanded to explicitly require the removal of all nonstructural interior walls, finishes, mechanical, electrical, and plumbing systems to qualify for the new changing table requirements.

Public K-12 schools and public institutions of higher education are now exempt from the changing table requirements, unless they have specific areas frequented by the public such as auditoriums, gymnasiums, or stadiums.

The requirement for the responsible authority to notify the public of cost adjustments was added to occur before the fiscal year in which the adjustment takes effect.

Certification signatures from the President of the Senate and the Speaker of the House were added to indicate the bill has passed both chambers and is ready for the Governor's signature.
