Navigable and non-navigable waters; operating motor vehicles on submerged lands prohibited, subject to exceptions; criminal penalties provided

Prohibition now applies to both navigable and non-navigable waters, not just navigable waters as in the original version.

New provision prohibits operating motor vehicles on land within the natural boundary of creeks, brooks, branches, streams, or similar waterways.

Escalating penalty structure was added: first violation is a Class C misdemeanor, second is Class B, and third or subsequent violations are Class A misdemeanors.

Three new exceptions were added: landowners operating on their own property, operations with written state authorization, and utility electric service providers.

Definition of 'motor vehicle' was expanded to include off-road vehicles, all-terrain vehicles, motorcycles, motor scooters, and motorized trail bikes, while explicitly excluding vessels and watercraft.
